Do I have to give this life insurance policy to Medicaid?

Q. My husband was on Medicaid, ended up in a nursing dwelling and died in January 2022. I acquired a letter from Medicaid saying his life insurance policy, which was about $47,000 and had a money worth of $3,800, had to be surrendered. They stated I may have given it to the funeral dwelling, spent down the cash for his bills, had my husband put the policy in my title (which might have made me lose my Medicaid) or give up it to Medicaid. I used it to pay bank card debt and I’m left with nothing. Was Medicaid proper that I ought to have turned it over to them?
