Census on Foreign Liabilities and Assets of Indian Direct Investment Entities for 2021-22 – Data release

Today, the Reserve Bank launched the provisional outcomes of the 2021-221 spherical of the annual census on overseas liabilities and belongings (FLA) masking cross-border liabilities and belongings of the entities with inward/outward direct funding (DI). These entities embody firms, restricted legal responsibility partnerships (LLPs), various funding funds (AIFs) and partnership corporations.

Out of the 34,079 entities which responded within the newest census spherical, 30,754 reported overseas direct funding (FDI) and/or abroad direct funding (ODI) of their steadiness sheet as at end-March 2022. Of these entities, 26,670 had additionally reported within the earlier census spherical and 4,084 have been newly reporting within the present spherical. More than three-fourths of the businesses that reported inward direct funding have been subsidiaries of overseas firms (i.e., single overseas investor holding greater than 50 per cent of complete FDI fairness).

The census captures detailed data on (a) market worth of liabilities and belongings of Indian DI entities arising on account of cross-border direct and different investments; and (b) different business parameters (exercise sector, gross sales, buy, exports and imports). The variations in excellent belongings / liabilities between the start and finish of a monetary 12 months can be completely different from flows recorded in India’s steadiness of funds (BoP) statistics in the course of the 12 months, as the previous would additionally embody valuation modifications on account of value and alternate charge actions.

Main Findings:

  • Nearly 97 per cent of the responding entities have been unlisted: they accounted for the majority of FDI fairness capital in India (Tables 1 and 2A).

  • Non-financial firms continued to obtain most of the FDI fairness (at face worth) (Table 2B).

  • During 2021-22, the market worth of FDI in India elevated by 17.3 per cent within the rupee phrases; FDI for listed and unlisted2 firms elevated by 17.0 per cent and 17.7 per cent, respectively (Table 3A).

  • As the expansion in market worth of FDI outpaced that of ODI, the ratio of inward to outward direct funding elevated to six.3 instances in March 2022 as in contrast with 5.6 instances a 12 months in the past and 4.7 instances two years in the past (Table 3B).

  • Other funding liabilities {viz., commerce credit score, loans, forex & deposits and different payable with unrelated (third occasion) non-resident entities} recorded an increase throughout 2021-22 and the corresponding abroad belongings lined 44.2 per cent of such liabilities (Table 4).

  • Mauritius, the United States, Singapore and the United Kingdom collectively accounted for over 60 per cent of FDI in India. In case of ODI, Singapore continued to be the most well-liked vacation spot adopted by the United States and Netherlands (Tables 5 and 6).

  • Manufacturing sector attracted the most important share of FDI fairness, each at market worth in addition to at face worth (Tables 7 and 8).

  • In the companies sector, ‘data & communication’ and ‘monetary & insurance actions’ attracted a considerable portion of the FDI (Table 8).

  • Sales and purchases of overseas subsidiary entities in India elevated by 31.0 per cent and 37.3 per cent, respectively, within the rupee phrases throughout 2021-22 (Tables 9A and 9B).

  • Foreign subsidiaries in India maintained sturdy exterior commerce hyperlinks: exports and imports accounted for almost a 3rd of their gross sales and purchases, respectively. ‘Information and communication’ sector had the very best export depth (74.2 per cent share in complete gross sales) (Tables 9A to 9D).

  • Overseas subsidiaries of Indian firms recorded over 40 per cent enlargement in business throughout 2021-22 within the rupee phrases. They additionally maintained outward wanting and their export-to-gross sales and import-to-buy ratios stood at 50.1 per cent and 61.5 per cent, respectively, throughout 2021-22. (Tables 10A to 10D).

  • The distinction within the buy-to-gross sales ratio of abroad subsidiaries of Indian firms (82.8 per cent) as in contrast with that of overseas subsidiaries in India (74.0 per cent) displays the divergence of their focus areas, nature of markets and patterns of worth addition.
