Bureau launches Silent Mobile Verification for UPI device binding

Mumbai, October 15, 2026: Bureau, a global unified risk decisioning platform, has launched Silent Mobile Verification (SMV) to enhance device binding for Unified Payments Interface (UPI) transactions in India, in accordance with National Payments Corporation of India (NPCI) specifications.

The introduction of SMV follows NPCI’s recent circular OC-238, issued on September 30, 2026, which expands the device-binding framework for UPI and recognises Silent Mobile Verification as an alternative device-binding method alongside SMS-based binding. UPI members and application providers are now required to combine SMV with SMS-based methods for authentication.

How Silent Mobile Verification Works

Bureau’s SMV uses real-time mobile operator network intelligence to verify the association between a mobile number, SIM, and the requesting device without relying on SMS or requiring user intervention. The process operates in the background through the mobile operator’s data network, delivering a match or no-match response in under four seconds.

During UPI registration, the application securely transmits the user’s mobile number and device IP address to Bureau, which then coordinates authentication with the relevant telecom operator. The operator verifies if the mobile number matches the SIM on the requesting device, providing an additional authentication layer within the UPI security framework. SMV is designed specifically for mobile number and SIM verification and does not replace KYC, identity verification, or comprehensive fraud risk assessment.

Coverage and Transaction Volume

According to Bureau, SMV currently covers over 96% of users across all three leading mobile operators in India and processes more than three million transactions daily across over 20 live enterprises. The solution supports businesses in strengthening authentication, enabling seamless digital journeys for onboarding, login, UPI registration, SIM binding, and transaction authentication.

Statements from Bureau Leadership

Parag Modi, Business Head at Bureau, said the launch of SMV is a significant milestone, combining real-time mobile network intelligence with device and SIM signals to verify authenticity without relying on SMS. “Our collaboration with NPCI and India’s leading telecom operators is a strong step towards building a more secure and trusted digital payments ecosystem,” Modi said.

Ranjan R Reddy, Founder and CEO of Bureau, stated that authentication is shifting towards richer, background-assessed signals, and SMV enables the use of mobile network context within onboarding, transaction, and SIM binding journeys. “The launch of Silent Mobile Verification represents an important step towards building a safer and more seamless digital ecosystem,” Reddy said.
