Having simplified the application process for Hotels, Clubs and Restaurants (HCR) licences as part of ease of doing business initiatives, the Delhi Excise department has released a checklist of documents and details, which need to submitted by businesses in lieu of issuance of fresh HCR licences.

In August, the department simplified the process of applying for HCR licences, reducing the four-step application process to a two-step one to save time and cut down on paper work.

According to the checklist approved by the Commissioner (Excise), businesses will have to submit affidavits and documents online such as application in a prescribed format, proof of lawful possession of the proposed premises, a copy of the site, seating plan of the premises authenticated by a registered architect, and fire safety NOC.

Apart from this, the hotels and bars will also have to submit the health and trade licence issued by the civic agencies concerned, certificate from Delhi Police, FSSAI licence, copy of fire insurance, proof of Indian nationality, details of excise nominee along with ID proof and others.

The individuals will also have to submit an affidavit regarding seating capacity and number of rooms under section 13 of Delhi Excise Act, 2009, and Rule 23 of Delhi Excise Act 2010.

Earlier, in July, the department had asked all the licensees to submit a character certificate issued by the police stating that they do not have any criminal background. The licensees were also directed to install cameras on their entire premises, both inside and outside, ensure they are functional, and provide footage whenever asked by the Excise department, failing which their licence will be cancelled.

Currently, the liquor vends and HCR licensees are serving alcohol as per the old excise regime, which was implemented on September 1, 2022, after the Aam Aadmi Party (AAP) government scrapped its ambitious “New Excise policy” following allegations of corruption and investigations by multiple agencies.

The old Excise regime was initially in operation for a period of six months but it was extended for another six till the time a new policy is prepared. However, the current policy is expiring on September 30. Delhi government is yet to make a decision on implementing the new policy or extending the current one.

“The decision to extend the policy for another few months is under consideration,” said a government official. Under this policy, only government shops are allowed to open in the city under four corporations: DSCSC, DTTDC, DSIIDC, and DCCWS. At present, the city has 652 wine shops, according to the Excise department.
