Carlos Beruff reappointed to Citizens Property Insurance board

Florida Gov. Ron DeSantis reappointed well-known local developer, Medallion Home owner Carlos Beruff, to the Citizens Property Insurance Corporation Board of Governors.

The governor’s office announced Wednesday that Beruff and Bestbet Holdings President Jamie Shelton have been appointed to the board.

The Citizens Property Insurance Corporation was created by the Florida legislature in 2002 to provide property insurance to Florida property owners who are unable to find coverage in the private market, according to the website.

Shelton is the former Chair and a current member of the Jacksonville University Board of Trustees, a board member of the Jacksonville Chamber of Commerce, and the finance Chair and board member of the Jacksonville Civic Council.

Beruff currently serves as Chairman and was originally appointed by former Florida Senate President Bill Galvano, according to the board website. He has previously served as Chair of the Constitution Revision Commission and was a member of the State College of Florida, Manatee-Sarasota District Board of Trustees.

The Florida Commission on Ethics ruled against Beruff in an ethics case that awaits the governor’s approval to be finalized. It involves a vote he took while serving on the water management district’s governing board that benefitted a fellow developer.

Beruff appealed the decision in January 2022, but in August a judge from the District Court of Appeal of Florida Second District affirmed the decision.
