Keeping pace with the changing trends in liberalization the Telecommunication Sector was thrown open to facilitate the entry of private sector to provide a competitive edge.
An important development in the changing scenario was the corporatisation of the monolithic DoT as Bharat Sanchar Nigam Limited (BSNL) on 01.10.2000. When BSNL came into existence, officers/officials were allowed to be on deemed deputation for a period of five years to start with pending absorption in BSNL. BSNL employees have been granted Government Pension under Rule 37-A of C.C.S. Pension Rules. To ensure this a small organized unit was setup called `DoT Cell ‘ which came into existence on 01.10.2000. In due course of time DoT Cell underwent a transformation to be called as the office of Controller of Communication Accounts (CCA). This metamorphosis was accompanied by a wide range of functions like USO Fund disbursement, License Fee Collection, Inspections etc., apart from the settlement of pension and related terminal benefits.

The CCA AP jurisdiction caters to the settlement and related terminal benefits of all the BSNL employees in the AP Circle and NATFM Circle. Apart from the pension functions this office has interface with various service providers basic and mobile such as the Government owned BSNL, Reliance infocom, Bharati Televentures, Tata Teleservices, Airtel and Hutch who operate in the AP areas. In USO fund management the jurisdiction covers the entire state of AP and the beneficiaries of USO funding are BSNL, Reliance Communications Ltd and Tata Teleservices Ltd. This unit interacts with BSNL, GTL Infrastructure Ltd., and VODAFONE in connection with setting up and managing Infrastructure in Andhra Pradesh Service Area. CCA, Andhra Pradesh Telecom also interacts with BSNL, Reliance, Vodafone and Idea Cellular Ltd., in connection with providing mobile services in Andhra Pradesh Circle. It is also an important task for CCA to coordinate with the Secretaries of Andhra Pradesh State Govt. and the CMD Transco, in connection with acquisition of Land required for setting up infrastructure and providing power connection in the infrastructure sites.
