Sale-Purchase Procedure set for Farmers Registered between November 15 and 25

Bhopal : November, 2017: Sale – Purchase and the payment procedure for the difference amount has been set for the farmers who have registered themselves under the Bhavantar Bhugtan Yojana during the period November 15 to 25. According to the procedure, a separate registration series has been allotted to the farmers who have registered at the portal during the above mentioned period. This series starts from the digit 7. Compliance of upaj mandi adhiniyam and conditions of notified sale period of the scheme in the notified mandis besides all the circulars issued before the implementation of the scheme will be ensured for all the farmers registered under this series to avail benefit of the scheme as per the following procedure.

Such registered farmers are required to bring a copy of adhaar card along with the registration slip in the mandis. The mandi administration will ensure that the registration slip issued to the person is the same farmer, who has sold the crop in the mandi by verifying his/her photograph displayed at the adhaar card. Benefit of the scheme will not be provided in case of crop auctioned by any other person in place of the registered farmers under the new series. The benefit of the scheme will be availed by the farmers who will present in the mandi for the sale of his/her agriculture crop in the mandi. The mandi administration will maintain and secure the attested copy of the adhaar card along with other documents.

It is must for the licensee trader to make payment through RTGS/NEFT to such registered farmers. Cash or payment made through cheque will not be considered valid. After obtaining the proof for payment through RTGS/NEFT, the mandi administration will upload the information related to the sale by the registered farmer at the portal. The payment committee formed under the chairmanship of the collector will decide to release the payment in the bank accounts of the registered farmers after minute examination of such cases at the end of the period of the scheme.

Presence of such farmers between November One and 15 is must along with the copy of the agreement letter, weight slip, payment letter, his/her adhaar card and the original registration slip in the mandi where he/she had sold his/her crop. Documents sent through any other person will not be accepted. A necessary arrangement under the separate authorized employee will be made by the collector in each mandi campus between the period November One to 15 for such farmers. All the copies of the documents of such farmers will be secured. It will be certified in the copy of the adhaar card that the copy of the adhaar card belongs to the same farmer which has registration in his name and photo shown in the adhaar card is of the same farmer who is present in person.

The agreement letters, weight slips and payment letter issued before October 16, 2017 will not be considered for Bhavantar Bhugtan Yojana.

A four members committee under the chairmanship of mandi secretary comprising of officers of agriculture, revenue and other departments will be formed by the collector for examination of all such received applications. The committee will tally the original documents of the registered farmer in the mandi. Recommendation will be made by the committee for the entry on the portal on finding the entitlement after registering the registration number in the original documents of the mandi. Special examination will be conducted on the entire cash transaction made with the farmer and certificate for getting the entire payment in cash will be taken from such farmer. All the description related to full/part payment through RTGS/NEFT will be kept in the original payment documents of the mandi record.

The payment committee formed under the chairmanship of the collector will decide to release the payment of the amount payable under the Bhavantar Bhugtan Yojana after minute examination of such cases after the end of the sale period of the scheme.
