The pre-development work for construction of state-of-the-art Greenfield airport at Navi Mumbai will itself take period of more than one year, CIDCO informed the Bombay high court on Tuesday.
CIDCO’s counsel, advocate GS Hegde told the division bench of Chief Justice Manjula Chellur and Justice Girish Kulkarni that seven villages are required to be rehabilitated and one river is required to be diverted as part of the pre-development work.
He said the pre-development work has already started and majority of villagers have given consent to be relocated elsewhere and many of them have already been shifted. Besides, a river is required to be diverted for the purpose of the Greenfield airport, and in all the work of pre-development itself will take more than one year.

He was responding to a public interest litigation filed by Ratnagiri resident Mangesh Chavan raising suspicion about the entire bidding process and urging the court to stay – which took place on January 25. According to the 46-year-old progressive farmer, CIDCO has divided the entire development of the Greenfield airport in four parts and has thereby separated the pre-development work from the main work of development of the airport.
He alleged that as CIDCO granted the contract for the pre-development work to associates of one of the four qualifying bidders, other three withdrew from the bidding process citing conflict of interest. According to him, the three bidders claimed that the timeliness and quality of their work will be dependent on the timeliness and quality of work done by one of their competitors – the contractor appointed for doing the pre-development work and in the process public interest was at stake.
Chavan had approached high court in the wake of newspaper reports suggesting serious irregularities in the bidding process. The court, however, allowed the PIL to be withdrawn after noticing that CIDCO has taken adequate precautions and decided to link the pre-development work with the main development work and thus remove the conflict of interest apprehended by some of the bidders.
On February 13, CIDCO opened the financial bids of two remaining bidders in the fray – M/s. GMR Company and M/s. MIAL, which outbidded GMR by offering to share 12.60 % of the revenue with CIDCO as against 10.44 % of that of GMR. According to Hegde, the Evaluation Committee will now prepare a report on qualified bids and send it to Project Management and Implementation Committee, which will in turn forward it to the State cabinet for its approval. State Cabinet will take final decision about selection of the bidder.
CIDCO has proposed to construct a state-of-the-art green-field airport in Navi Mumbai offering world class facilities. Spread over an area of 1140 hectares, it is planned to accommodate two parallel runways for independent operations with provision of full length taxi ways on either side and is expected to cater to 40 million passengers by 2030
